Hisuian Samurott made his first appearance in the Pokémon universe in Pokémon Legends: Arceus for Nintendo Switch. Here is an extinct regional variant of Oshawott, appearing alongside the final evolutions of the other starter Pokémon in Legends: Arceus – Hisuian Typholosion and Hisuian Decidueye.

Like his traditional form, Hisuian Samurott’s design appears to be inspired by an otter, but the added armor appears to be a reference to the rönin, who were samurai who lacked a lord or master. This could be related to how Legends: Arceus is set in the Hisui region, a country inspired by Japan’s Meiji Restoration period, which would eventually become the modern Sinnoh region in the Pokémon universe.
