Learning how to create Persona 5 Royal Fusions is one of the most fundamental skills needed to survive. If you stick to your original Personas, you won’t get very far among the game’s numerous Palaces and Memories.
Exclusively for the protagonist, Joker has what is known as the ‘Wild Card’ ability, which allows him to wield multiple Personas at once. Creating a diverse team allows you to effectively exploit the elemental weaknesses of any opponent that comes your way in Persona 5 Royal. How Persona 5 Royal’s Fusion in the Velvet Room works
The quickest way to acquire new Personas is to negotiate with them to join your party during combat. However, Persona 5 Royal’s Velvet Room allows you to create new Personas and strengthen existing ones by sacrificing others. The number of combinations is overwhelming, but you can see the likely outcome beforehand and can only fuse Personas stronger than the Joker’s level.
Beyond the standard fusions between two Personas, Royal provides access to a ‘Group Guillotine’, which allows you to fuse three or more Personas at once. This is unlocked through Caroline and Justine’s Social Link, which involves giving them a set Persona with specific abilities. The Group Guillotine is unlocked at Rank 1, and at Rank 8, you will receive the ‘Guillotine Booster’ to merge more than four Personas.
Merge People is also where your Confidant social rank comes into play. Each Persona is linked to an Arcanum and each Confidant represents an Arcanum. For example, if Ann’s social link (Lovers’ Arcana) is rank 8, the Personas of the Lovers’ Arcana will receive much more power than the Arcana you would have otherwise neglected. Some of the best Personas are only obtained through Fusion once you’ve maxed out a social link.
Either way, it is possible to create Personas that are much more powerful than those you will find in the wild. Fused Personas can also inherit some abilities from their ‘parents’ in this process, and you will be able to select which ones. So, with a few tweaks, you can create complete results.

How to Create the Best Personas by Fusion in Persona 5 Royal
Excluding Personas obtained through the DLC, Satanael is the strongest Persona in the game and has the highest raw stats and toughness across the board. Unfortunately, he can only be unlocked during New Game +. If you don’t feel like spending about 120 hours doing this all over again, there are still plenty of alternatives that pack a punch.
Persona 5 introduced several new elemental attacks that were missing in Persona 3 or Persona 4, which remain unchanged in Royal. What is the Velvet Room Fusion Alarm in Persona 5 Royal?
Persona 5 Royal contains an exclusive new feature, Fusion Alarms. Introduced after securing a route to the third Palace’s treasure, this event occurs randomly after winning battles but also manually through Chihaya Mifune. After reaching Rank 8, request a Celestial Reading for ¥20,000 to activate the alarm. Once activated, Joker indicates that he is uncomfortable and the Velvet Room cell door glows red.
Once inside, you can request to disable this by speaking to Justine, but let’s not rush. Performing fusions during an alarm gives your Persona more stat boosts along with different skills and more skill inheritance slots. If you fuse a Treasure Demon during this time, it will be treated as five levels higher than usual, providing a significant power increase.
